Joan has 12 years experience working with municipal utilities and has a degree in Business Administration. Joan has worked as a Rate Analyst for one of the largest public power systems in the nation (Lincoln Electric System) and for Utility Financial Solutions since 2006. Joan is experienced in development of long-term financial plans, rate design models and cost of service studies for electric, water and wastewater utilities. Joan’s experience includes:
· Development of long-term financial forecasts for water, wastewater, and electric utilities to determine the amount and timing of rate adjustments
· Balancing and set up of models for development of cost of service and rate design for water, wastewater and electric utilities to determine commodity and customer charges
· Responsible for analysis, preparation and updating cost of service models for Lincoln Electric System and Utility Financial Solutions
· Assisted in development of rate design model for utilities when rate changes are implemented
· Development of rate surveys for Utility Financial Solutions and Lincoln Electric System
· Balancing of sales with revenue to help ensure proper billing statistics are used in cost of service models
