Lucie has over 25 years of experience in the utility environment. She holds a Doctor of Business Administration degree in Management as well as a Masters Degree in Business Economics combined with a degree in Accounting. Lucie held the position of Rate Utility Manager for a large Utility for 21 years and is a former chairman of the pricing and market research committee of the American Public Power Association. Lucie currently is a professor for economics and accounting at a University and College. Her experience includes the following:
· Managing professional, technical, and contracted staff for Utility
· Preparing recommendations related to Cost of Service studies, Rate Design, developing Pricing Strategies, financial models, and forecasting for Gas, Water and Wastewater utilities
· Present Recommendations to committees for approval
· Performed Cost of Service Studies for Electric, Gas, Water and Wastewater Utilities
· Developed Long term financial models for utility planning
· Use of econometric models and statistical analysis for forecasting
· Completed Rate Designs for each utility
· Reconciled actual and projected sales, revenues and expenditures
· Participated in Budget preparation
· Conducted Ratemaking workshops
· Lecturer at Notre Dame de Namur University in CA
